PURPOSE:
The Air Force Small Business Enterprise Applications Solutions (SBEAS) is the replacement Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle for Application Solutions Small Business currently in use via NETCENTS2 IDIQ. The purpose of this IDIQ Contract is to provide a vehicle for customers to access a wide range of Information Technology (IT) Network Centric services and solutions that support the IT lifecycle.
SBEAS SCOPE:
The scope of this IDIQ includes the comprehensive suite of IT services and IT solutions to support IT systems and software development in a variety of environments and infrastructures. Additional IT services include, but are not limited to documentation operations, deployment, cybersecurity, configuration management, training, commercial off-the-shelf (COTS) product management and utilization, technology refresh, data and information services, information display services and business analysis for IT programs. The SBEAS IDIQ contracts are the mandated source of obtaining IT application services and solutions that are within its scope for the Business and Enterprise Systems (BES) and CO’s shall consider the use of the SBEAS IDIQ contract vehicle first when meeting BES IT requirements. This contract vehicle is also available for use by all other Air Force MAJCOMs and other agencies that support an Air Force requirement.
ANNOUNCEMENT: The ordering period for the NETCENTS-2 ASF&O IDIQ Contract is NOT being extended, which means 30 March 2022 is the last day to place orders under the contract. The number of years for task order performance allowed on orders placed at the end of the ordering period for the Application Services Full and Open (ASF&O) contract has been increased from 3 to 5 years. As a result of this modification, Program/Contracting Offices can plan their acquisition strategies accordingly and award task orders that have a 5 year PoP (1 base year and 4 option years). There will be NO contract PoP extensions past the end date of the contract (30 March 2027). Contracting Officers should adjust task order awards to occur on or before 30 March 2022. If moving the effective date prior to that is not possible please consult with Mr. Timothy Dowling, SBEAS PCO, for further guidance.
ANNOUNCEMENT: Effective 1 Feb 2022 SBEAS control numbers will be obtained through SharePoint at: https://usaf.dps.mil/sites/20760/GBQ/GBQJ-SBEAS/SitePages/Home1.aspx. Additionally, effective 1 Feb 2022, the AFWAY SBEAS Portal will not be available for control number requests. Customers must use the SharePoint site for SBEAS control number requests and processing as a valid control number is required to order against the ID/IQ.
Ordering Contracting Officers may request SBEAS access through SharePoint, which will be utilized to request a scope analysis review, from the SBEAS PMO. CO’s will complete the required SBEAS Control Number Questionnaire, and the completed scope analysis memorandum will be returned to the requester using the official SBEAS Org Box.
